Timing creates real gaps. A booking can exist before the complaint is visible in UJS. A court can post a disposition before the repository updates. PATCH should not be used as the sole source for a brand-new event, and a county custody call cannot show a complete Pennsylvania history.

An agency arrest report holds more narrative detail, including the alleged conduct, evidence, property, involved-party roles, and approvals. Those fields are not the same as a public booking entry.
